Audiogram Age Correction: When OSHA's Appendix F Applies

What is audiogram age correction?

Age correction is an optional adjustment under Appendix F to 29 CFR 1910.95 that accounts for the hearing loss a person would experience from aging alone, separate from noise exposure at work. OSHA publishes age-correction tables broken out by sex and age, listing the expected decibel decline at each test frequency for someone of a given age with no occupational noise exposure. An employer who elects to use age correction subtracts the applicable value from an employee's current-year threshold at each frequency before comparing it to baseline — the goal is to isolate how much of an observed shift is presbycusis (age-related loss) versus how much is attributable to noise on the job.

When does Appendix F actually apply?

Appendix F applies specifically to the standard threshold shift (STS) calculation described in 1910.95(g)(10)(ii) — it is not part of every audiogram review. It comes into play when an employer has elected, as a program-wide policy, to apply age correction before determining whether an employee's audiogram shows a 10 dB average shift at 2000, 3000, and 4000 Hz relative to baseline. It does not apply to the initial decision of whether a shift occurred in raw terms, and it does not change the baseline audiogram itself — the baseline stays as originally recorded. Age correction only adjusts the comparison used for the STS trigger.

How does the age-correction table work?

Appendix F provides two tables, one for men and one for women, each listing expected age-related threshold values in decibels at 1000, 2000, 3000, 4000, and 6000 Hz for ages 20 through 60+. To apply the correction, an employer looks up the tabled value for the employee's age at baseline and their age at the current test, at each relevant frequency, and subtracts the difference between those two values from the observed threshold shift. Because the tables assign larger expected declines to older age brackets, the correction tends to reduce the apparent shift more for older workers — someone tested at 55 gets a bigger age allowance than someone tested at 30.

Is age correction mandatory?

No. 1910.95 leaves the decision to the employer, but the appendix is explicit that if age correction is used, it has to be applied consistently to the whole workforce rather than selectively to individual employees whose results would benefit from it. A program can't apply age correction only to cases where it would prevent an STS from being recorded while skipping it for employees where it wouldn't matter — that selective application would undermine the statistical basis for the correction and expose the program to a legitimate challenge on inconsistency grounds.

How does age correction change a borderline STS?

Take an employee whose raw three-frequency average shift is 10.5 dB — without correction, that's a confirmed STS requiring notification and follow-up. If Appendix F tables assign a combined age allowance across those three frequencies that lowers the average by 1.5 dB, the corrected shift drops to 9 dB, below the STS threshold, and the case is not recorded as a shift for that testing cycle. This is the practical reason age correction matters to program administrators: it can be the difference between a case that requires written notification, refitting, and possible referral, and one that doesn't, for the exact same raw audiogram data.

Can age correction turn a real STS into a non-event?
