Small Business Hearing Conservation: A Minimum Viable Compliant Program

A 40-person machine shop doesn't need the same hearing conservation infrastructure as a 4,000-person manufacturer, but it needs every one of the same regulatory elements. OSHA's noise standard doesn't scale requirements down for smaller payrolls. What changes is how you meet them: rented equipment instead of owned, an outside provider instead of an in-house audiologist, and a program built around the fewest moving parts that still satisfies 29 CFR 1910.95.
What actually triggers the requirement for a small employer?
The hearing conservation program requirement under 29 CFR 1910.95 kicks in the moment any employee's 8-hour time-weighted average noise exposure reaches 85 decibels, regardless of company size or industry. There is no small-business exemption and no headcount threshold. A five-person print shop running a single loud press for part of the day can trigger the same obligation as a large plant if that exposure calculation clears 85 dBA. The first step for any small employer, then, is a noise assessment, not a guess based on how loud the floor feels. A sound level meter or dosimeter reading is the only defensible way to know whether the program is even required, and it's the cheapest single step in the whole process.

How much does a minimum viable program actually cost?
For a small employer with a modest number of exposed workers, the real cost driver is the annual audiometric testing visit and hearing protection, not administrative overhead. OSHA's own guidance on noise monitoring notes that smaller companies often find it more economical to rent monitoring equipment or contract it out rather than own it, and the same logic extends to testing: a contracted mobile provider typically prices per-employee testing plus a trip charge, which is far cheaper than maintaining an owned booth that sits idle most of the year. Hearing protection is a recurring but small line item. The biggest cost small employers actually incur isn't complying, it's non-compliance: an OSHA citation for a missing hearing conservation program, or a standard threshold shift that goes undetected because testing lapsed, creates far more expense in fines, workers' compensation exposure, and remediation than the annual program would have cost.

An inspector asking about hearing conservation will typically want the noise exposure assessment that established the 85 dBA trigger, audiogram records for the exposed population showing baseline and subsequent annual results, a signed training roster, and documentation of any standard threshold shift follow-up. Audiometric test records must be retained for the duration of the employee's employment, and noise exposure records for two years. A small employer that keeps these four categories organized, even in a simple shared folder rather than dedicated software, can typically produce what's asked for during an inspection without scrambling.
What is the most common mistake small employers make?
Treating the annual testing visit as the entire program. A mobile provider showing up once a year for audiograms satisfies one piece, but the noise monitoring that established who needs to be tested, the training that has to happen annually, and the hearing protection that has to be provided at no cost are separate obligations that don't happen automatically just because testing is scheduled. The second most common mistake is letting a standard threshold shift go unaddressed. When an employee's audiogram shows an average 10 dB or greater shift at 2000, 3000, and 4000 Hz compared to baseline, the employer has to follow up: refitting or re-training on hearing protection, and referral for further evaluation if the shift persists. Skipping that follow-up because the program is otherwise thin is where small employers get exposed.
